The developer cannot access these funds until the established construction milestones are met.
Form 4 — Banco de la República
Every international transfer for a home purchase must be declared to Colombia's central bank (Banco de la República) via Form 4 (Declaración de Cambio), channeled through an authorized foreign-exchange intermediary.
Break-even Point (Punto de Equilibrio)
Construction of a pre-sale project begins once it reaches its break-even point (the minimum number of units sold). If that threshold is not reached, the fiduciary returns the funds to buyers.
